C1 means 'danger present', an immediate risk that requires urgent attention. C2 means 'potentially dangerous', a defect that could become dangerous and needs remedial action within 28 days or the timescale stated in the report. C3 means 'improvement recommended', not a compliance failure but an advisory upgrade. FI means 'further investigation required'.
